EV charging installation in multi-unit residential buildings: Completing the Roulez Vert incentive request

For those who manage a multi-unit residential building where electric vehicle charging stations were recently installed and who want to benefit from the Roulez Vert rebate program.

Use this step-by-step guide to easily complete the Roulez Vert program application form in order to be reimbursed for an EV charging station installation. Please note that the platform is in French only.

Create your account to begin the incentive application process

Create an account on the Roulez Vert website by clicking this link: Create a user account in online services.
After creating the account, activate the account by clicking on the link sent to the email used. An example of the activation email is presented here:

Add details to your account profile

Once your account is activated, click on Se connecter and input the login details from Step 1. 
Once connected, click on Créer un profil and select the appropriate profile type from the two options: Entreprise (Business, or in this case, condo board or home owner association acting as a business) or; Entreprise fournissant un service de recharge clés en main (Business providing a turnkey charging service).
Complete the form with the required details. 
Accept the terms and conditions. 

Application Procedure For Multi-Unit Residential Buildings

For an application for a workplace, click here.

In the menu, click on Mes Demandes
Click on Créer une demande.
Select the option Borne de recharge, then Multilogement résidentiel, then select the type of parking configuration for the building (view images for details). 
Identify whether you are a Propriétaire d’un immeuble multilogement (owner of a multi unit building) or Propriétaire d’un véhicule électrique (owner of an electric vehicle). Note: If you choose Propriétaire d’un véhicule électrique, you will be automatically redirected towards another section of the program.

“Adresse d’installation” tab

Select the tab “Adresse d’installation.
Fill in all of the required fields.
Attention: Remember to click Enregistrer in order to save your progress.

“Borne” tab

Complete the section titled Ajouter des bornes. Attention: If more than one brand and model of charging station was installed, be sure to list them all. 
Select Oui (Yes) to the following question to agree that the charging stations will only be used for residents of the multi-unit building on record, or for visitors of residents who own an electric vehicle, for a minimum of three years. 
Once all charging station details are input, complete the following section in which you are asked for:

  • The total cost of installation for the charging stations before tax
  • The cost of service for the professionals who developed the installation strategy and plans
  • The cost of the charging management device used (also called SGEVE or EVEMS).
  • The cost for the purchase of charging stations before tax.
  • The cost for electrical upgrades before taxes if applicable.

“Ajouter une aide financière”
To be completed only if you have applied for financial assistance under a supplemental program offered by other government departments or agencies, or by utility distributors.

“Documents” tab

All attachments, proof of purchases, and receipts must be included in the section titled Documents. Attention: Do not forget to click Enregistrer to save your progress, followed by Soumettre la demande when the uploads are complete.

Section “Factures d’achat de borne(s)”

Invoices must contain all of the following information: 

  • The name of the applicant and address of the building
  • The date of the transaction
  • The name of the supplier and contact details (address, telephone, etc.)
  • A detailed description of the items involved in the transaction
  • The cost of each item involved in the transaction, as well as the total amount of the transaction (including taxes and other applicable fees)
  • In the case of a rental contract, monthly payments and the total amount disbursed at the end of the rental period must be declared
  • If your contractor made the purchase of charging stations, the cost shown on the itemized invoice must be indicated.

Attention: If the charging stations were purchased over the internet, it is possible that purchase costs and amounts are recorded in several documents. Be sure to attach all of the required documentation.

Section “Factures d’installation de borne(s)”

Invoices must contain all of the following information:

  • The name of the applicant
  • The address of the building where work will be conducted
  • The date of the installation
  • The name of the electrical contractor hired for the project
  • The RBQ license number of the electrical contactor hired for the project
  • A detailed account of the installation work completed (material and labour) and the associated costs per item and in total (including taxes and other applicable fees) 
  • Invoice and proof of payment for any devices, systems, or software used for management of electric vehicle energy consumption (also called an EVEMS)
  • Invoice(s) for the power supply to electrical infrastructure 
  • Invoice and proof of payment for consulting services related to the design and planning of the installation project.

Attention: To avoid any issues or delays with your claim, be sure to indicate on invoices that the work conducted was completed for a charging station installation project.

Section “Photos”

The attached photos must include:

  • Photos of installed charging stations: photos must show all charging stations included in the application, as well as photos of parking spaces and any building construction conducted during the installation.
  • Photos of any new electrical infrastructure, if applicable: transformer(s), distribution panel(s), etc.

Section “Preuve du nombre d’unités privatives”

Attached documents must contain:

  • The address of the building listed in the application
  • Number of residential units (taken from the declaration of co-ownership or the property assessment roll)

Submitting the application

Once all requested information is completed, be sure to review the application before final submission.
Once the application is complete, click on Soumettre la demande. The request will then be processed. 
Once the request is approved, you will receive a confirmation email from a program representative. 

THE DCC AND THE SMP ARE ELIGIBLE FOR THE ROULEZ VERT INCENTIVE

DCC charge controllers and SMP smart panels are products designed and manufactured by RVE that are eligible for the Roulez Vert incentive. Using RVE products in an electric vehicle charging station installation in a multi-unit residential building will ensure that all homeowners and tenants have access to reliable and efficient home charging, and combined with the Roulez Vert program, at a fraction of the cost

APPLICATION PROCEDURE FOR WORKPLACES

In the menu, click on Mes demandes.
Click on Créer une demande.
Select the option Borne de recharge, then Milieu de travail.

“Adresse d’installation” tab

Complete all of the required fields.
Attention: Remember to click Enregistrer in order to save your progress.

“Borne” tab

Complete the section titled Ajouter des bornes. Attention: If more than one brand and model of charging station was installed, be sure to list them all.
Select Oui (Yes) to the following questions to agree that the charging stations will only be used by employees and for the designated purposes listed (refer to image). 
Once all charging station details are input, complete the following section in which you are asked for:

  • The total cost of installation for the charging stations before tax
  • The cost of service for the professionals who developed the installation strategy and plans
  • The cost of the charging management device used (also called SGEVE or EVEMS).
  • The cost for the purchase of charging stations before tax.
  • The cost for electrical upgrades before taxes if applicable.
